Harmonised Index of Consumer Prices
The consumer price index compiled the same way in every EU country, and the measure the ECB targets at 2 %.
The HICP was created so that inflation could be compared across EU members and aggregated for the euro area. It differs from national CPIs in coverage, most visibly by excluding owner-occupied housing costs. Core HICP additionally strips out energy, food, alcohol and tobacco.
